Earlier, we discussed the extent to which raising state cigarette taxes would depress legal sales in Michigan, New Jersey and California (see "The Projected Effect of a State Tax Hike")

The first pillar calls on the federal government to establish a negotiated, temporary price cap to hold flat the prices on a core basket of essential grocery store products through an affordability contract with grocery stores and food companies. That contract would keep prices level and should apply to a list of products that make up roughly half of the average four-person households grocery bill , and the program would be in place for a limited period of two years. The government would incentivize companies that agree to the contract with additional revenue and require corporations to agree to a concurrent commitment to maintaining fair wages for workers and ensuring farmers and ranchers receive a fair price for these essential products. This policy proved successful in Mexico during the peak of inflationary price increases, and food inflation there stayed under control even after the price cap expired
